Comment: I fiddled about with the numbers on this a lot, trying to balance the random access ability with the installation, strength, and break sub costs. It seems to be balanced. It flies through everything up to a Quandry for 1*. Scramble, Keeper, Nerve, and Mazer cost 5*. Haunting costs 9*. A couple of Clowns helps a lot here. It would probably work well in tandem with Redecorator.

It is used best early in the game when little Ice is installed, but can be a liability later on.

Otherwise, lose (2+(50-X)+Y) from any combination of resources that give you bits at the start of your turn, where Y is the die roll. Each Water Counter on Water Cannon gives +5 Strength. Corp may forgo its next 3 actions to trash Water Cannon.
