The Core behind this decks are from Wizard of the Coast themselves. They realesed them in their house magazin: The Duelist. Every player plays with two 45 card decks. The Clue is that each deck has the same core of 35 cards. So everyplayer has the same 77% of cards in their decks. But the other 10 Cards are completely self choosable.
This variant, specially in tournaments is very beginner friendly, because each player has a lesser range of cards to predict in play. And since the core decks contain no Rare cards, the organizer could make some upfront for the newcommers.
